History

Kailua residents, rightly so, are concerned and involved in the planning for the future of their community. There are many business groups, government boards, and community organizations that take an active role in both discussing planning concepts and reviewing specific proposals.

When Kaneohe Ranch decided to initiate a planning process for its Kailua lands, it began by reviewing the many existing plans and reports that were created and compiled by community members and government agencies. Some of these included the 2000 Ko‘olaupoko Sustainable Communities Plan, The Kailua Vision Team Plan, Kailua “The Beach Town”, Kawai Nui Marsh Master Plan, Kailua Waterways Improvement Plan, The Kailua Urban Design Force Design Guidelines and the Hamakua Marsh Ecosystem Restoration and Community Development Project.

We thank everyone involved in preparing these reports for their hours of community service and great insight in preserving and protecting all that is special about Kailua.

The recent work highlighted in the following pages, with the direction of Ward & Associates, Group 70 and Charlier & Associates, is a snap-shot of the feelings, thoughts and desires of the majority of those resident’s who participated in the planning process held during the calendar year 2004. We recognize that economic, environmental and social changes continually occur, and that no plan should be set in concrete for a long period of time. We labeled this plan a “draft” so all participants, Kaneohe Ranch included, while implementing the plan, are also willing to re-visit certain items and maintain needed flexibility.
