Kaneohe Ranch and state officials stood on the banks of the Hamakua Stream in February to announce they had reached a deal to protect the Windward side’s great fragile wetlands. Over the next four years, 200 Windward residents unable to afford to attend college will get that chance, thanks to a $922,800 matching grant awarded to Windward Community College from the Harold K.L.
